I have Notes in iCloud on iPod. I want my iPad to be able to see the Notes in the Cloud. I’ve got both devices set up on same network and set up iPad to sync. What am I doing wrong? I don’t see the Notes on my iPad.

Have you also set up iPod to sync:

Set up Notes with iCloud
You can use iCloud to update your notes across all of your devices. To set up Notes with iCloud, go to Settings > [your name] > iCloud, then turn on Notes. You’ll see your notes on all of your Apple devices that you’re signed in to with the same Apple ID.
If you have already done this on both devices, restart.
