As long as you sync notes on your iPad to iCloud, using the same Apple ID on both your iPhone and iPad, the notes should sync to your iPhone too. Go to Settings App, tap your name at the top and tap iCloud. Look for notes and make sure the switch for notes is turned on on both devices.
