Notes made on my iPhone are not synchronised to my iPad. The other way around, notes Made on my iPad are synchronised to my iPhone. As far as I can see all settings on both iPad and iPhone are correct, but I might be mistaken.

Check Settings > Notes > Accounts on both devices. Be certain iCloud is shown there as using Notes, and be certain no other account uses Notes. (Other accounts may be listed, but they must not use Notes.)

I verified tghe settings according to your advice. The result is the same: syncing from iPad to primary iPhone and secondary iPhone works, but the other way - from primary iPhone to both iPad and secondary iPhone fails. It worked until februari 2024, and I do not remember what (I) changed since that day.
