Notes not downloading to iphone and iPad

Notes we’re not syncing on iPhone and iPad, so I followed the advice to sign out from iCloud on both devices and then sign in again. Once I signed in to iCloud again, the notes are not downloading from iCloud to either the iPhone or the iPad. Now when I check iCloud.com, I find that All the notes are there intact. What do I need to do to get notes start downloading from iCloud to my iPhone and iPad? Thank you very much for any help with this.
