Hello , I want to buy an Iphone13 pro from US but want to use it outside us , just wonder to see if I can use a hard simcard for that

Yes; only the iPhone 14 units from the USA won't have a physical SIM card slot. Note that you'll likely be denied warranty service on it outside the USA.
