Why did apple implement a handwashing tracking feature when they say you're not supposed to expose your watch to soapy water?

Because when washing your hands you shouldn’t necessarily be getting the actual watch wet. Apple Watch Series 4 and later detects hand washing by using the microphones and motion sensors built in. Therefore, there is no need for the Watch to get wet at all.
