Can someone else create a shared library from a different device so they can receive all my photos if they have my Apple if and password? How can I stop this?

Each user should have their own Apple ID. It's likely best to follow What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support to completely wipe the iPad and then set it up as your daughter's using her Apple ID. You can also sign out but you'll then want to remove any of your content from the device.
If your photos appear it's most likely due to using the same Apple ID.
How how do I stop this from happening
Somehow my photos are being sent to my daughters iPad and I didn’t open a shared library. Could someone else have opened a shared library from another device with my Apple if and password?
