Photos App Failing To Update

For months now, the Photos People window has had the message "Photos will finish updating your People when you're not using the app." Photos syncs with iCloud, but People updating never finishes.

I have left the computer (desktop w/13.2.1) running for days at a time. Sometimes with Photos (v8.0 531.0.100) open and minimized as well as quitting Photos. Neither situation seems to make a difference.

Or should I just realize that Photos will never update it's People database?

There may be some people albums that cannot be updated at all, but that should not matter.

For example, I am having many scans of old family photos in my library, and for some relatives there is only one photo of the person. But Photos is waiting for more photos to be able to update the information of of the person. Only one photo of a person does not suffice. Photos finally finished the updating after I duplicated the only photo of a person, so it had to photos with a face of the person.
