weather widget defaults to preprogrammed city

I've already tried all the suggestions for the weather app on Ipad. Deleted all cities except mine, returned to homescreen, rebooted. I'm not resetting as I have close to 700 Mb of 2 TB used! The app still defaults to Cupercino on home screen, and pops up/has to be closed every time I open the app. Only then can I see my city. When I return to the home screen, my city doesn't show, only the preprogrammed city. 4th gen iPad pro
