Why haven’t I gotten my money back and it’s been 4 months I’ve been waiting

So I transferred money to my Apple Cash to send to my sister and Apple Cash didn’t send it after I click submit to send my sister money and my sister didn’t receive any money from me and I’m asking for my money back to my bank account
