Apps cannot be stored in iCloud. If you delete an app and then want to download it again, it comes from the App Store, not from iCloud. The cloud icon in the App Store only indicates that it was downloaded in the past.
Also, there is no option to delete Purchase History but you can hide it: Hide purchases from the App Store - Apple Support
