I set up my app list order on my iPhone watch app how I want them to show up on my watch. This does not synch up to my watch. I have tried many things like restarting both devices etc without any resolve! I cannot see another way to reshuffle the apps I use most to the top of the list on my watch.
Apple Watch Ultra, watchOS 9
Using the Dock set to Favorites and Editing and reordering them should do what you wish.
Re-ordering them will sync to my Watch ok and stay that way.
If you have not done so unpair the Watch and set up again.
