Can I transfer content I've bought in iTunes from one apple id to another?
My previous apple id used to be a Microsoft email account that is now locked/inaccessible. I used that apple id to buy a lot of content in iTunes before it was locked.
Can I transfer that content to my current apple id? How do I do this?
You cannot transfer. Content bought or downloaded is Apple ID specific and nontransferable. You can change your Apple ID's email Change your Apple ID - Apple Support or set up Family Share Family Sharing - Apple
If you cannot use one of the two other options or regain access to that old Apple ID, yes, those purchases are gone forever.
