Power bank for iPad 2021
Can't find one with power of 20W, so I was wondering which is better between 18W and 22.5W.

Most models of iPad require a USB power source with a rated power output of 12W or greater to reliably charge - and for recent models of iPad, 20W (or greater) will provide optimum charging.
While you can use a higher rated power adapter, the iPad will limit charging at its maximum supported charging rate ~20W. A power source of less than 20W will charge slower. Less than 12W, the iPad is unlikely to charge at all.
When considering a PowerBank, the power output is not the only consideration. You also need to consider the overall capacity - as this will determine whether or not the battery will store enough energy to fully recharge the iPad, or if capable, how many times you can recharge the iPad before the PowerBank is itself in need of charge.
For practical purposes, a PowerBank with a capacity of less the 10,000mAh is unlikely to be particularly useful - and is perhaps more suitable for recharging an iPhone. More full PowerBanks, such as the mophie USB-C 3XL, is rated as 26,000 mAh - this being sufficient to fully recharge the most power hungry iPad Pro at least twice.
When selecting a PowerBank for Apple devices, choose one of adequate output and capacity for your needs - ensuring that it supports USB PD (Power Delivery).

What are they specifically? It may depend on what voltage is supported. Wattage alone may not describe everything, especially the supported voltages. For example, I've got a mophie powerstation XXL (just got a warranty replacement so it's brand new) that has a USB-C output of 5V/3A (15W), 9V/2A (18W), or 12V/1.5A (18W).
My kid has one, but we've never used the included cable or the Apple 20W power adapter that came in the box. But that's specifically 5V/3A or 9V/2.22A. I'm not 100% sure what voltage it supports. However, there likely some sort of conversion loss since most of these have single lithium-ion cells. I'm thinking the 9th Gen iPad doesn't support anything more than 20W.
We normally just use USB-A power adapters and MFi USB-A to Lightning cables to power it. There's nothing wrong with it, although it probably doesn't provided maximum input power.
Amazon doesn't do deliveries to my country. I have to chose between those 2 assuming they're safe to use with the ipad.
