Opening folders via drag-and-drop in Finder

In Ventura 13.2.1 I have lost a drag-and-drop function: Using Finder, click and drag a file to hover over a different folder, and that folder should open to allow "drop". But it no longer opens. Tried 'safe mode', nothing. Tried Accessibility-Pointer Control - Spring Loading: no change. Tried clicking space-bar while hovering: nothing. This is an essential function for file organization: how can I get it back?

Thank you leroydouglas, but I had already done all that. No result. Mac Chat support could not help. Spent 75 minutes on phone with Mac tech support, they could replicate problem but no solution. They did confirm it is not a systemic problem with Ventura, so that's good. It is in the hands of the Apple engineers now...
