I’m trying to input the numbers into my billing address. I know the first 3 digits is the area code, but the 9 digits, is that supposed to be the phone number, because my phone number has 11 digits. I’m not quite sure what I’m supposed to type.

That's most likely your ZIP code.
Really?? Isn’t zip code the same as the post code?? Zip codes are 9 digit codes??
From the screenshot you posted, it looks like you’re trying to use the Canadian store. You can’t do that if you’re not in Canada and don’t have a card issued IN Canada with a Canadian billing and shipping address.
What happens when you enter the 7 digits for phone number? Do you have the correct country selected?
I’m on Asia, specifically Indonesia. It’s only the phone section I’m not sure about.
Is it possible if I use the appleid website to add a payment method?? I have tried filling it and it still says the same thing. Is it a problem with the credit card?? Or something else??
Yes ZIP code and postal code are the same thing. The ZIP+4 would be 9 digits. And, as you're updating an address, that makes sense.
