I’m trying to input the numbers into my billing address. I know the first 3 digits is the area code, but the 9 digits, is that supposed to be the phone number, because my phone number has 11 digits. I’m not quite sure what I’m supposed to type.

That's most likely your ZIP code.
Yes ZIP code and postal code are the same thing. The ZIP+4 would be 9 digits. And, as you're updating an address, that makes sense.
What happens when you enter the 7 digits for phone number? Do you have the correct country selected?
Zip + 4 is a US addressing convention. You are obviously not in the US.

From the screenshot you posted, it looks like you’re trying to use the Canadian store. You can’t do that if you’re not in Canada and don’t have a card issued IN Canada with a Canadian billing and shipping address.
