Apple Watch Series 4 - previously owned
Sometime after I had successfully paired the watch with my iPhone 11, the watch started asking me for a password. Now it won't let me in. WTF?

If it is a password for an apple account you don't recognise then it is still activation locked and nobody other than the original owner can release it.
If it is your apple account password then un-pair the watch and set it up
again.
If it is the opening passcode then erase the Watch in https://icloud.com/find and start again
