Home app automation shows the Shortcuts app as an option but says "No actions to show" when selected

In case someone is unaware, in the Home app, when setting up an automation, you can convert it to a shortcut. After being converted to a shortcut, I can use scripting, like use if or repeat statements. I can also get details from the weather app, or calendar app, etc. In that list of apps, Apple presents the Shortcuts app. But once you select it, the screen is blank other than the text "No actions to show."

Why is that app included in the list? Is there something I need to do to Shortcuts app to be able to use a shortcut from the automation?
