You will have to meet all of the following requirements to update your iPhone over cellular data:

Have an iPhone 12, iPhone 13 or iPhone 14

Have iOS version 15 or greater installed on the iPhone

Have 5G service active on the iPhone 

Have Update over Cellular checked and set to ON.

If you do not meet the above requirements , then you cannot update your iPhone over a cellular connection. You will need to update your iPhone over a Wi-Fi Network or by connecting your iPhone to a computer with an internet connection.

To update an iPhone XS Max running iOS 14 via cellular, you will need to contact your carrier and acquire a device variously known as a MiFi or Jetpack; basically, this device is a Wi-Fi router that uses cellular data for its connection. Otherwise, iOS updates over cellular or hotspot are not an option for and not supported on an iPhone XS; it's too old and lacks the required 5G support, as mentioned above.
