I have someone who seems to have gotten access to my email and sends me emails from my own address, says he has been watching me and wants payment, I just block them and delete but can they do that to my IPad Pro?

It is very unlikely that your iPad has been compromised by malware.
As for your email, as described, you can best tackle the issue that you have by changing your email account password. To do so, you will need to access your email account using the email providers web-portal (this perhaps being your Internet Service Provider - ISP) - from where you can change your email account password.
Having changed the email account password, you’ll need to update the account credentials on your iPad and other devices that you use to access your email. For iPad (and iPhone), assuming that you are using the native Mail App, you’ll need to update the mail password in two places:
Settings > Mail > Accounts > [Your email account] > [Account] >
If you are using an Apple-provided email address to send and receive email, you may need to change your AppleID Password; if you are using third-party email, changing your AppleID Password is likely to unnecessary.

if it was me then I would read
If you think your Apple ID has been compromised - Apple Support
and if it's other email accounts than apples then change their passwords too
