I cannot open files(especially PDF files) after update ventura 13.2.1 to 13.3

I updated Ventura OS to newest ver. in yesterday.

After updating, I cannot open files by double-click.

Quicklook by click spacebar works normally, but when I try to open file by click, I can see executing of Apps(e.g. Powerpoint, Preview, Excel...).

For solve this problem I open files after change their name as a walk-around solution.

This symptom getting worse and worse.

How can I fix this?

Try booting into Safe Mode which clears out caches and performs some other maintenance that can resolve bizarre problems.

On Intel Macs:

  1. Shutdown completely
  2. Hold Shift key while powering on and keep holding till you get to a login screen
  3. Let go and login. You will see a second login screen and it usually says Safe Mode in red on the menu bar at the top.
  4. Login again and wait, it will be slower to boot to the desktop. The Dock should have lost its transparency.
  5. Give it about 3-5 minutes then shutdown and boot normally

On Apple Silicon Macs:

  1. Shutdown completely
  2. Press and hold the power button and keep holding it
  3. Click on Options and you will see your boot disks Macintosh HD, etc.
  4. Hold shift key on the boot drive and it will change to Safe Mode
  5. Select and boot macOS
  6. There will be two login screens and it should say Safe Mode at the top menu bar
  7. The dock transparency will be gone
  8. Give it about 3-5 minutes then shutdown and boot normally.

The important problem is that this is not limited to PDF files. Most downloaded files need to be double-clicked to run a connection program to check the order of date, and if they are just downloaded, they cannot find and open the file. All extensions are the same. I don't understand why it hasn't been fixed yet. Apple doesn't have any developers?

I can't open ANY downloads now on my 2017 MacBook Pro (Intel), ever since the latest automatic security update in OS 13.3.1! I click on the Downloads icon in the dock, I get a fanned-out array of files--but when I click (right or left) or double-click (also right or left) on the file's icon the array collapses (goes back down into the Dock). I tried using Finder>Go>Downloads, but when I click or double-click on the file name it grays out (along with the entire window). Same with any other files in Downloads, in any format. I was able to open the particular downloaded file (a PDF e-mail attachment I was expecting from a trusted source) on my iPadPro and print it wirelessly, but no luck on this laptop. I am afraid to try that complicated "shutdown>reboot into Safe Mode & log-in>log-in again & wait for the boot and then another 3-5 min>shut down>boot normally" lest I screw something up. (I know this laptop is on the cusp of obsolete--it has one more year of being able to support the next OS--and likely corrupted because of occasional spinning rainbow cursors, slow loading, etc,; and it would be quite likely if I followed that complex sequence I'll end up "bricking" it).

So I decided to try James Brickley's solution. Clicked "Shut Down" from the Apple Menu, waited, first Facebook Messenger, then Mail prevented shutdown so I had to Force Quit them all (the only option other than "cancel" shown). In Safari, before I could get that message, my cursor froze and the computer would not recognize any attempted keyboard entries. Closed the lid (that sometimes works), reopened it again, but though the keyboard was backlit the screen was black. All I could do was (improperly) shut down using the power button to the right of the (useless) TouchBar. Then once it shut down, it took several presses (and a couple of minutes) and closing the lid again before the startup chime happened. (Until I heard the chime, I was afraid the computer was indeed finally a "brick"). Then a minute for the Apple Logo's reboot progress bar to load, then the usual array of user icons (nobody but me uses the computer so I don't know why they're there--maybe from previous MacBooks). Clicked on the admin icon, entered my password, and all the windows slowly reappeared one by one (including the usual "Google Drive has encountered a fatal error..." warning box--happens whenever I reboot) and I was finally able to open the PDF in Preview by clicking on it in the Downloads array.

So I didn't even get to go through the whole suggested sequence before my computer crashed. This only started being a regular occurrence in Ventura. Apple has a whole lotta "splaining to do."

I continue to have this issue (most noticeable with PDFs and Office documents, though that's also the majority of my work) in Sonoma 14.3.1. It started on a different computer (MB Pro 15", intel) in Ventura.

When I double-click on some documents, the app will open but not the file itself. If I double-click on the file again, it opens. I have not been able to discern a pattern, but will start to keep an eye on file names and whether or not they were downloaded files (the latter being unlikely as I don't download many files). I have never used characters with umlauts or similar accents, though do use underscores and hyphens.

Any help/suggestions appreciated.

Thanks!
