I have the same issue on MacOS as well. The only workaround I've found is signing out of iCloud in Settings and signing back in again. This gets me about a week before the issue comes back. When clicking the button to verify, nothing happens.

The same thing happens on my Mac, about twice a week. I'm running the latest version of the OS and yesterday, I installed the new security update. This morning I received the "security settings verification required" notification again.
Over the last couple months I've received it around 20-25 times. It asks me for my mac's password, thinks a while, and then the little red (!) in Settings disappears.
I'm still receiving the notification despite I downloaded the latest update available.

Yes it require to enter my password to unblock the iPhone
