Hi,
I just dowloaded the iOS 16.4 update.
When I look under GENERAL ,AVAILABLE it shows 14,92 gb
When I look under GENERAL,IPHONE STORAGE,it shows used 30,11gb
If I do the math,there should be 33gb(+/-) available..
Am I the only one with that bug..

Yes, you are the only one. Mine shows correctly.
Note that iPhone Storage does not display available storage, it only shows total and used. You need to calculate available by taking the difference.

How can you explain mine on iPad?
