Uploading to iCloud Paused

Transferring from an android to iphone 14. Some messages have transferred and some have 3 moving dots but the messages won't transfer. I have a message at the bottom of the screen saying "Uploading to icloud paused. Plug in your device and connect to wi-fi". Phone is plugged in and connected to wi-fi. I've restarted the phone, disconnected and reconnected wi-fi, I've waited 48 hours and still not getting the messages. Messages are in the "allowed apps". I've also reset the phone to factory and having the same problem.
