Instagram is using my data even though data is turned off

Wifi assist is off. Cellular Data for Instagram is off. Background refresh is off. Yet Instagram is still using my data. Please help

Instagram is not an Apple Product. Contact the app developer here --> App Support or Instagram Help Center
