I have accidentally deleted macintosh HD in my MacBook Pro and when I try to reinstall Ventura I am just getting Preboot drive option but that is not selectable.

If your MacBook Pro has Intel processor, resetting NVRAM could solve your issue.
Reset NVRAM on your Mac - Apple Support
if you want to recover information from that disk, try the R-studio application.
or try booting with command-R and run disk utility to solve the installation issue and re-instal from web.
