iCloud updating
my old iPhone broke and I haven’t updated it and now when I bought a new iPhone it doesn’t have any of my photos or apps how can I update my old phone even though it is broken?

If the issue with your older iPhone prevents you from accessing the screen, then you would't be able to update your iPhone. We recommend taking a look at service details for your iPhone here, and it shows how to set it up if needed: iPhone Repair & Service
Regarding your question about getting as much of your content as possible to your new iPhone, we found an article that shows how to restore from a backup, if you have saved in iTunes and/or iCloud: Restore your iPhone, iPad, or iPod touch from a backup
If you don't have a backup saved, you can still sign into iCloud so sync anything on iCloud with your new iPhone using these steps: Sign in to iCloud on all your devices
