restoring data

why can i not restore my settings with an iphone backup to an ipad. i’m setting up my new ipad and it will not let me connect with my backup, but it also won’t let me connect it with my iphone once i’ve already done it, therefore i’ve tried setting it up manually and it is connecting with old data off of my apple id. what should i do?
