What’s your goal for this Mac? Selling it or recycling it or giving it away? Or reloading and re-use?


Wiping the disk of an old iMac wipes its contents, including (on older Macs) the ability to load recovery.


Try Option-Command-R, as described here:


Use macOS Recovery on an Intel-based Mac - Apple Support


It can also mean the internal storage has failed.


if you have another Mac with overlapping version support, a bootable installer can be an option:


Create a bootable installer for macOS - Apple Support
