In my Account Information in iTunes, under DOWNLOADS & PURCHASES, it lists MANAGE DEVICES.
My OLD watch is listed, but not my new one that I bought almost 6 months ago. Why is that.
How can I add it?

All you might have to do is use that watch to make a purchase (even if it is free) from the App Store.

Another thing to check is when you got your new watch, did you change the name on the new watch from the name listed on the previous watch?
On the Apple Watch app, tap My Watch on the bottom left corner. Tap General > About > Name
Your new watch likely assumed the name from the previous watch when you set it up from the backup of the previous watch.
My new Apple Watch is not listed in my list of devices in iTunes/Manage Your Devices
