My iphone 11 pro is on ios 16.0 but is trying to update to 16.4 but it isn’t working. It keeps coming up with the “unable to verify because you are no longer connected to the internet” message. I have tried resetting the network settings, restarting my device, and deleting the update to try again but it didn’t work. Does anyone know how to fix this?

If you don't have a beta profile installed (go to settings>general device management and VPN and see if there is a beta profile installed. If not, you can try and update via a pc or Mac instead
Update your iPhone using a Mac with macOS Catalina or higher
On a Mac with macOS Catalina or higher, you will use the finder in order to upgrade your iPhone. Make sure to Back up your device before starting the upgrade process.
On a Mac with macOS Catalina or later, you will follow the following steps:
Update your iPhone via a Mac running macOS Mojave or earlier, or on a Windows PC
On macOS Mojave or earlier, or on a windows machine, we won't use the Finder to upgrade your iOS
Instead, we will use iTunes. Make sure to Back up your device before doing any update or upgrade to your phone.

You need about 6 GB device storage and good Service and/or Wi-Fi.
If they are On, turn Off Hotspot & VPN.
Charge the battery > 70%.
