I just updated my MacBook Pro to Ventura 13.3 and I have problems with the Finder about files
downloaded from the internet with accent mark. This did not happen with the previous version.
Is it possible downgrade to the previous version without losing data?

Probably yes. Conversion from composed versions of accented characters in downloaded file names to the decomposed versions used by MacOS not happening like it should.

This issue happen with other files/directories with accented characters (or the like) in its name, not just the one produced by the python program I mentioned. Moreover it was not a problem until 13.3, so something has definitely changed with this update.

Similar problem here after updating 16" MacBook Pro 2021 with Apple M1 Pro to Ventura 13.3 (22E252).
I have directories with accented characters (e.g. é, ž, etc...) in the name created by python programs containing JPEG or PDF files. If I double-click on these files, Preview app starts but no file is displayed. If I select the directory, enter Edit mode and immediately press Enter to save the name without any change, then double-click works. I presume this action modify or convert the directory name or its representation at a lower level in some way.
I have hundreds or even thousands of directories and files with accented characters. How can I fix this globally?

With another Python script?
You'll have to investigate how those invalid directories were created. Look at the low-level Unicode file name before and after Finder adjusts the content. Then perform that same adjustment in your script.
Those characters can be represented in several different ways. It sounds like the operating system is expecting one specific method and doesn't like how they are currently formatted.

It doesn't sound like a bug. It sounds like Finder fixes the bug.

No way to tell. The only way to downgrade is to erase the hard drive and restore from backup.
Since this is a problem with how your folder names are encoded, trying to restore them could further corrupt the system.

I'm finding similar reports, for now I'm recommending to those I know not to update to Ventura 13.3
and wait for Apple's response
