Pop-up problem

Recently after a hard reset of my Macbook Pro, I have experienced a problem with opening popups. For problems with popups such as loading wifi logins, I have been able to go to neverssl.com to get these popups working. However, I cannot login to my Microsoft 365 account or my school account from applications because the login window for these applications is a popup that will not load. I have reset my computer, put my computer into lockdown mode, and tested other users but to no avail. I have also checked that popups are enabled on chrome and safari. Can someone help me?
