How do we prevent a child adjusting their time zone to avoid parental controls, specifically downtime?

So I had that problem as well, which was frustrating me for weeks now. I had couple calls with Apple Support and finally found a solution with engineer from 2nd level of support.
Solution provided (below) by @bbesspete is correct - but on one important condition: it can be done only from child device (assuming that Screen Time is already enabled there), that option is missing on parent's device.
To prevent Time Zone changes, go to Settings > Screen Time > Content & Privacy Restrictions
> Location Services > System Services > Setting Time Zone. You will want this feature to be disabled. Then go back to Location Services and set this to "Don't Allow Changes."
This is not good, this should work from parent`s device. Fix it Apple please.

Has it stayed greyed out? I thought I had it working properly and then a few hours later my child was able to change it again. Any help would be amazing! It’s been a struggle!

These steps worked perfectly and fixed our teenagers little red wagon! No more changing time zones to bypass screen time for him! Thanks so much for your help!

Why can’t apple just come up with a proper way of stopping this by adding it in the screentime options, seems to me that they purposely leave loopholes like this

I tried it but the setting Time zone is greyed out but my child can still change the date and time meaning that he can still go over the limit. Help
Agree! The cell devices that supposedly have parental controls, but they don’t work. Irresponsible.
