Hi I need help with my iphone 5c

I bought a second hand iphone 5c. It was still using old owners id. I restored it thinking it will erase all so I can start fresh. after restore its still asking for the previous owner id and password. I have her id but not password and shes old and cannot assist me even when I send her a reset code

Can I factory reset an iPhone without the Apple ID password? Good day, I recently bought a second hand Iphone from a pawnshop upon checking the apple ID and other accounts have not been log out yet, I tried turning on the erase all data option that after 10 attempts will erase the phones data but I failed to realize that it would need the apple Id and password of the previous owner for it to proceed, is there anything else I can do to reset the phone or can I go on a store for them to reset the phone, I'm really at my wits end here, please help. Your iPhone 5C is Activation Locked. The previous owner must remove the phone from her Apple ID. Unfortunately, there are no other options if you do not know the password.
