Convert HEVC video to MP4 or MOV on my iPad

I am trying to convert a video to a format that I can email or upload to a Family site. I don’t want to upload the video to an outside source to be converted and then have to download it because I am a little concerned about downloading files. I would like to convert the HEVC video I have on my iPad to a high-quality MP4 or MOV video. Is there a way to do this without an app? Anyone have suggestions on an app if it’s needed? I need a decent quality video and the HEVC video is 8.6 gig. Thanks in advance for any advice.
