macOS Ventura: external display resolution issue

Similar to a previous thread about this, I just updated to Ventura and am having display issues. I did not have these issues with any previous OS. I have two identical Dell 27" monitors connected to my Mac Mini. One is connected via HDMI, the other via Thunderbolt.

The blurriness is happening on the monitor connected via Thunderbolt. Also, I have different resolution options for each monitor. Here is Monitor 1 (Thunderbolt):

And here is Monitor 2 (HDMI):

Can anyone offer assistance?

After 2 hours of trying every internet idea I found a work around:

(Apple Studio M1 Max, 2 Eizo monitors: 2730 HDMI, 2740 usb-c)

1.- Connect the usb monitor (2740 in my case) by usb-c AND HDMI

2.- Restart computer

3.- Go to Display configuration, it recognize 2 monitors, 1 HDMI with full resolution and 1 usb with limited resolution (1080)

4.- Mirror screen from HDMI to usb-c, it shows usb-c with correct resolution

5.- Turn off computer

6.- Disconnect HDMI and put in the original HDMI monitor (2730)

7.- Restart

8.- Now Display properties show every resolutions.

My brother n law has a similar issue. Our setup is like this (MacBook pro)

HDMI cable runs to one monitor

USB-C/thunderbolt adapter with HDMI plug in runs to other monitor.

This worked prior to Ventura update. The problem is something to do with scaling. On the main display he's scaling 4k to large text, but on the 2nd it keeps defaulting to 1080 and doesn't offer the scaling window. We can go to advanced and turn on the list of all resolutions and choose 4k, but then everything gets small and again can't scale up.

Our only "solution" so far was to skip the dongle/adapter and run a usb-c to HDMI cable to one display and HDMI to HDMI to the other and suddenly scaling option appears and works fine.
