How do I submit a live photo as my background wallpaper screen saver?
It is no longer possible to use the "Live Wallpaper" function where you hold a finger on the background and it moves. The function has been removed in iOS 16 in favor of the new "Lock Screen"
The Weather and Astronomy category contains "moving" backgrounds, but it is not possible to add your own. You can view these wallpapers by going to the Lock screen, holding a finger until, and tapping the blue "+" sign.
You can find more information on how to customize the Lock and Home Screen here:

Setting a Live Photo as the Background:
There is only one way I know of doing so. It is through a Windows XP Virtual Machine (VM) --you'd set the gif image as the screensaver on the VM as the screensaver. See my User Tip: Use an Animated GIF Image as a Background - Apple Support
