How do I create a new folder in favorites

Would this be your Safari Favourites - or something else?
Assuming that you refer to Safari, open the Safari sidebar; tap the sidebar icon at the top-left corner of the Safari window. Next tap Bookmarks; you will now see all of your Safari Bookmarks/Favourites and associated folders. To create a new folder, tap Edit at bottom-right of the sidebar - then select New Folder. Name the folder as required - and tap Done.
