All dock Icons are just question marks

I have recently reset and deleted all the apps from my macbook Pro running ventura. now the dock shows question mark icons for apps that are no longer installed on the system. I have tried erasing the drive under disc utilities, reinstalling the OS, using the Erase all content and settings under general setting none of these options clear the icons. I am unable to drag them from the dock to remove them control clicking just gives a bubble that says options > with nothing to choose. Is there a way to fix this issue have tried everything that I can find on the internet none of the suggestions work.

My answer was based on my own experience, that's why I specified to move a little farther than 3-5 cm, because my experience was when I moved them out from the dock, they returned if I released them before than distance...

Here is the only information I found about removing the apps from the dock: Use the Dock on Mac - Apple Support

Remove an item from the Dock: Drag the item out of the Dock until the word "Remove" is shown. Only the alias is removed; the actual item remains on your Mac.

Just drag the apps with the question mark (meaning they are not installed anymore) our of your dock and they will automatically be deleted. You will need to drag them around 3-5 cm out of the dock for MacOS to understand you are really removing them and not simply moving them around.

Thanks for your response but as I stated in the question I am unable to drag them off the dock. I can click and drag them but they just go right back to the dock even if I hold them for a minute or more. Even dragging them to the trash can they just pop right back to the dock.

No problem normally what you have suggested will work but for some reason these are stuck have talked with apple support they are confused as to what is happening went through all their work arounds still stuck.
