Redacting a .pdf in Preview ISSUE: When I scroll over some redactions an arrow appears and the redactions are revealed

I have to redact account numbers for work projects (often 9 or 10-digit account numbers). I am using the redaction tool in Preview and after the document is saved, I scroll over the redaction and an arrow appears. When scrolling over and clicking the arrow I get a pop-up box that reveals the full redacted number (highlighted in yellow) and another pop-up for a contact entry (see image below). I redacted the numbers in the screenshot below, but they are always visible on my usual .pdfs. I use a MacBook Pro running MacOS Ventura 13.2.1. How can I fix this issue so that my redactions are secure???

Thanks for reaching out dang7272,

It sounds like you are trying to block out sensitive information but it's still visible when you hover over it in PDF format. We can help.

You could try redacting the information, then exporting as an image file first. Then you can import the image in preview and save it as a PDF, and that should prevent the scroll over issue from occurring.

If you still have questions about the Preview app, you can connect with Apple directly using either http://getsupport.apple.com or if you're in a region without direct support options, you can also Contact Apple for support and service - Apple Support

That’s your problem right there. PDF is not a “document” and never has been. PDF files are designed to be printed and read by a human. Over the years, as you might expect, people have embraced this worst-possible format and abused it in more ways that anyone could have imagined. There is a school of thought that says such results are not aberrations, but design intent. Philosophy aside, yeah, it’s simply impossible to redact a PDF.

Yes, I know what you’re thinking. And I know what so many people want to chime in with their good PDF results. The fact that a redaction happened once must mean that it is always possible, right? Logic aside, the fact that Apple provides a tool must mean that the tool can’t possibly fail, right? After all, Apple has never failed at anything. So if your redaction failed, it must be user error, right?

AdvisorMP’s solution is pretty good and will probably work. But I can’t guarantee it. If you don’t want to expose private data, you’ll have to use a different data format that has greater transparency and guarantees about the nature of its content. PDF is notable for it’s opacity and it’s lack of any guarantees about its contents.

It's always nice to hear from Apple's Disclaimers Dept. Let me try to understand this: when opening a .pdf in Preview there's a redaction function that I shouldn't expect to work even though the redaction function exists. Furthermore, even though I'm able to redact every part of a .pdf, including numbers - except for 9 and 10-digit numbers, it's simply impossible to redact a .pdf. And, on top of that, even though I've redacted hundreds of .pdfs successfully in Preview, I should lower my expectations with Preview in MacOS Ventura. I'm redacting bank and brokerage statements and tax returns (all of which are in .pdf format), and, in the final analysis, I'm supposed convince banks, financial institutions and the IRS to change their data format to accommodate me.

I have a better idea: Hey Apple, fix the problem.
