Can't open documents in safari, only in downloads

I can't open any documents such as PDFs in safari browser, the automatically download. It says that safari has a built in pdf reader however I still can't find a way to open pdfs in browser. Is there a solution?

Mac OS Ventura - Safari 16 - No Longer Auto Opening PDF Files Hi, we have been using Safari to open .pdf invoices and DHL labels automatically after downloading them. We would download the file using "command + click" and the .pdf would simply auto open like a pop up using "preview". It was really quick and handy. Safari's Download tab missing file icon (PDF) thumbnails I recently updated my MacBook Air to macOS Ventura, post which the PDF file icon thumbnails specifically in Safari's download tab have been blank / missing. Rest all file format thumbnails seems to be fine. I uninstalled Acrobat and reinstalled, but no solve.
