We understand you're unable to sign in to iCloud due to lack of communication to the server. To address this behavior, first, try connecting to a different Wi-Fi network or cell network. Log in to the Apple ID website to make sure that your login credentials are accurate.

Find additional steps in If you can't connect or sign in to iCloud - Apple Support.
