I am running on Ventura 13.3 and when I need to add a photo to a website, finder opens but when I go on photos I cannot see a breakdown of my albums on the side bar (or if I click into photos it does not give me the choice of albums) please help.

It will depend on the application you are using to upload photos, if you will be seeing the list of albums or not in the photo picker on macOS 13 Ventura.
The application has to be updated to be able to show the albums. Currently I cannot see the albums when uploading from Safari or Firefox. Here I have to use the search field to find the photo I want to upload, while Mail is already showing the albums.
However, the Search is already quite powerful. I am using Photos to find the photos I want to upload, then I am looking up the filename in the Info for the photo and are pasting the filename into the search field of the Photo Picker.
