The file couldn’t be opened because you don’t have permission to view it.

This occurs sporadically. I download a file from brower normally pdf or jpg or jpeg. The file may open sometimes it will throw the error above in regards to permission. I've tried opening with preview, chrome, safari and adobe acrobat. One of the errors attached.

Does it happen if you go directly to the Download folder using Finder? I might be because there are spaces in the file name and the browser is adding the place holders of %20 to indicate spaces and then they are looking for that instead of spaces. Make sure your OS is fully updated and any browsers you use besides Safari are also updated to the latest versions.
