M1 iMac Ventura Mail hangs downloading messages.

I have flushed DNS, rebooted the router, reboot to SAFE Mode, Rebooted normally. Connection Doctor shows all servers connected. All accounts are IMAP.

MacBook Mail always fails the first time it boots up from a Shut down The first time I boot up my MacBook Pro in the morning (after a shutdown from prev night) the Mail always fails. All other Internet connectivity are working. Connection Doctor shows that all the IMAP are failing. I can't get it back to work even force quit and restart Mail. However, usually if I just restart the MacBook (instead of Shutdown), the Mail would work. Today, I have to restart the MacBook the 3 times to get the Mail to work - screenshot in bellow. Mail errors on iMac When I open mail on the Mac, it says e.g.[ "360 messages could not be moved to the mailbox "Welcome to your perfect lawn! Get 50% Off First Service". Mail was unable to open this mailbox on the server "imap-mail.outlook.com." The server returned the error: User is authenticated but not connected.] If I push OK, another similar error with a different spam mailbox name. I've restarted mail. I can see my messages underneath. Mail-Cannot Send Message I saw someone else had this issue but that thread is stale. EVERY time I try to send an email from any of my email accounts on my iMac, since upgrading to Ventura, I always get "cannot send message. The attempt to read data from the server "map.gmail.com" (or whichever email account I am using) failed. EVERY time. It is getting pretty tedious. I have another iMac at home. I have a new MacBook Air. I do not have this problem on any other device. Ventura is up to date. I have tried deleting email accounts and re-creating them. I select always use this server. Which does nothing other than closing out this window. Then I end up having to save the email as a draft, reopen it and sometimes it will then send, sometimes not and I have to do it all over again. This is super time consuming when I spend a lot of time during the day sending client emails. And it is simply unacceptable. Again, no issue on any other Apple device, just this computer. Have you updated to the most recent version of Ventura 13.3.1?

Another thing you can try is to remove the email account then re-add it and test to see if it stops the constant downloading messages message.
