How to unlock a locked file if user isn't listed

The permissions info box should show my admin name, but instead shows "system," as the only user who can change permissions. I want to unlock the file, but cannot add myself to read & write. Since updating to Montery, but didn't care until now. Currently 12.6.5 on 2019 Mac Air.

Where exactly is the file located? There are some areas that the user has no read and write access to as that volume is for the system and is on a read only volume.
