I’m trying to add a new emergency contact and it’s not letting me. It’s asking me to delete a contact in order to add another one. So, I’ve deleted two already and it still won’t let me add my new contact. So now I’m wondering, is there a new limit on how many emergency contacts one can have

So initially I actually had 16 people, including all of their alternate numbers. I’ve never had any issues before adding a new emergency contact, hence why I already had so many. The issue I’m running into is I can’t add anymore and there’s little to no reason why. All the feedback I’m promoted with is I have to delete “a” contact to add another. But no details seem to exist as to how many contacts are now allowed as apposed to in the past where there seemed to be no limit at all. Aside from deleting all of them and starting from scratch, I’m curious if anyone knows if there is actually a limit now or if maybe this is just a glitch between the current iOS and my deceive?
I have added 5 Contacts so 2 is not the limit. Please see the pic below for more clarity
