Can handoff from iPad to any other device, but not from any device to iPad.
Can also handoff between phone and laptop. Just not from iPad.

Are you able to use other close range sharing options with this iPad such as AirDrop? Or pairing a pair of Bluetooth headphones to it?
We're looking to isolate out a potential connectivity issue specific to the iPad. Also, is there a VPN or other sort of app or service that changes how your iPad connects to Wi-Fi?
If not, or if the issue persists after disabling them, we'd advise contacting Apple Support for additional assistance.

Thank you for that, but no, that didn’t help.
I also checked a few other apps (numbers, mail, contacts). None of them hands off to my iPad. I simply never see the “App Banner” that I see on my iPhone.
I also tried without my magic keyboard, in case that was causing the problem, but no.
