Wondering which instructions you were following when you encountered the difficulty,

and

whether you have updated your phone number with the card-issuer.

Your Apple ID is the account that you use to access all Apple services and make all of your devices work together seamlessly.

If your Apple ID is your eMail address:

If you can still get a verification code on the old number:

You could change your phone number in your Apple ID account :

Sign to your Apple ID account online, and change the phone number:

How to: Get a verification code and sign in with two-factor authentication - Apple Support : says:

"Whenever you sign in with your Apple ID on a new device or browser, you'll confirm your identity with your password plus a six-digit verification code. There are a few ways you can get a verification code. You can use the code displayed on your trusted device, get a text or phone call, or generate a code from your trusted device".
